Rental & Residential Inspection Hours

Willmar’s Planning and Development Department has the honor of being able to help and collaborate with the public, City Hall, the private sector, and other partners to preserve and enhance the quality of community life and employment opportunities. We do this through the creation of economic development programs and the evaluation of construction proposals for adherence to the goals and objectives of the City’s Building Codes, Comprehensive Plan, and Zoning Ordinances.

  • Permit Applications: The City Hall front desk will accept permit applications at the door, or applicants may email their documents to the Building Official Jacen Zwagerman, followed by emails and phone communications with the Building Official at 320-214-5179 or 320-905-6757.  
  • Planning and Zoning Applications and Questions: The City Hall front desk will accept zoning and signage applications and documents, or applicants may email their documents to Planning & Zoning.
  • Inspections continue for large construction projects with a value greater than $500K (Non-Single Family)
  • Inspections of construction projects with a value less than $500K (Non-Single Family): The Building Official accepts emailed digital photos of installations prior to burial or closing walls and floors to Jacen Zwagerman (Tel: 320-214-5179 or 320-905-6757), with the exception of the following projects/installations that must be inspected:
    • State projects
    • Railroad projects
    • Plumbing
    • Life/Safety Items (i.e. fire separation walls, smoke walls, sprinkler systems, and alarms)
    • Final Inspections
    • Any other project-specific items the Building Official deems necessary to inspect
  • Inspections of Single Family Home Construction: The City Hall front desk will accept permit applications & documents, or applicants are welcome to email their documents to the City Building Inspector Josh Larcom (Tel: 320-444-7346 or 320-214-5187), followed by emails and phone communications with the Building Official. Inspections would continue for:
    • Footings & Foundation Wall Rebar Inspections
    • Framing
    • Building Final
    • Any other project-specific items the Inspector deems necessary to inspect
